L. Michael Costa joins Partners in Care Foundation as Senior Vice President

L. Michael Costa has joined Partners in Care Foundation as Senior Vice President. Michael has extensive experience working with non-profit and for-profit organizations, in recent years focusing on the effective and sustainable integration of social service and healthcare delivery for an aging population.

In his role at Partners, Michael will work with senior management and the Board to establish and implement strategic goals and business plans in the areas of financial performance, compliance, new business planning, and program outcomes. He will also coordinate operations planning and process improvement, and provide day to day administrative leadership.

Commenting on his appointment, June Simmons, Partners President and CEO said, “Michael is an old friend of Partners, having provided sage counsel on a number of business development issues over the years. He brings a wealth of experience in healthcare product and service development, and in building a network of community-based organizations to contract with public and private payers and providers. As healthcare enters new, uncharted territory, we’re delighted that he will be lending his expertise on a permanent basis.”

Michael began his career at Empire Blue Cross and Blue Shield in New York, where he was involved in the reform of the small group and individual direct pay insurance market in the state, as well as designing and implementing pilot projects that provided affordable healthcare benefit programs to low income populations too well-off for Medicaid but too poor for private insurance. After stints as vice president at for-profit healthcare consultancies in Washington, DC, New York and San Francisco, Michael opened Costa & Associates, which focused on helping non-profit organizations improve operational efficiency and increase sustainability.

“Partners reputation as an innovator is known around the country,” notes Michael. “I’m entering an organization that’s already gone further down the road in diversifying its revenue streams and contracting with payers and healthcare systems than many other non-profits. That’s extremely exciting and something that I hope to be able to facilitate further.”

Michael is an Advisory Committee member of the Family Caregiver Alliance; a member of the finance and policy committee of the Gerald R. Ford School of Public Policy at the University of Michigan; and a longtime board member of one of the most active political clubs in San Francisco.

He has a B.A. in Experimental Psychology from McGill University, an A.M. in the History of Science from Harvard University and an M.P.P. in Economics and Policy Analysis from the University of Michigan.
