Lloyd A. BookmanMr. Bookman received his BS degree in 1976 from UCLA in math‐computer science, where he graduated cum laude. He received his JD degree from the UCLA School of Law in 1979, where he was elected to the Order of the Coif Honor Society.

Since 1979, Mr. Bookman’s practice has involved exclusively the representation of health care providers in a wide variety of reimbursement, regulatory and transactional matters. In 1987, Mr. Bookman, together with Patric Hooper and Robert W. Lundy, formed the national health care law firm of Hooper, Lundy & Bookman, Inc. As a founding member of Hooper, Lundy & Bookman, Mr. Bookman continues to specialize in the representation of health care providers in complex matters.

Mr. Bookman is a nationally recognized expert on Medicare and Medicaid reimbursement, and has served as lead counsel in some of the most significant Medicare and Medicaid cases. Mr. Bookman served as lead counsel in Orthopaedic Hospital v. Belshe, 103 F.3d 1491 (9th Cir. 1997) in which the Ninth Circuit ruled that Medicaid hospital outpatient rates must bear a reasonable relationship to costs, and which ultimately lead to a $350 million retroactive payment to California hospitals. He also served as lead counsel in Alvarado Community Hospital v. Shalala, 155 F.3d 1115 (9th. Cir. 1998) and County of Los Angeles v. Shalala, 192 F.3d 1005 (D.C. Cir. 1999), in which the Ninth and D.C. Circuits held that Medicare outlier payments under PPS were unlawfully set in cases involving 300 hospitals. He regularly represents providers before the Provider Reimbursement Review Board, state Medicaid agencies, and in federal and state courts in reimbursement disputes. Most recently, he has drafted a substantial portion of new, highly complex legislation concerning Medi‐Cal reimbursement for hospital services.

Mr. Bookman also represents health care providers in compliance matters, providing advice to clients concerning billing and cost report issues, false claims, and anti‐kickback and self‐referral matters, handling self‐disclosures to the OIG and other governmental entities, developing compliance plans, and serving as counsel in civil and administrative litigation and investigations, and as special counsel in criminal matters. He represents and advises clients in various transactional matters, including sales and acquisitions, affiliations, network and integrated delivery system formation, joint ventures and other syndications, and physician contracting.

Mr. Bookman has testified as an expert witness on reimbursement issues in court and before state agencies. He is a frequent speaker on health care matters and has lectured at the University of Southern California, the American Hospital Association, the American Health Lawyers Association, the American Bar Association, the California Hospital Association, the Healthcare Financial Management Association, the California Society of Healthcare Attorneys, and the California Medical Association.
